Bruce has operated as an independent management consultant giving advice and assistance
to the management of more than forty organisations.
Bruce has held Management positions with the Federal Government Department of Social
Security, Australian Taxation Office and Department of Defence, in information technology
areas with technical development operations, strategic planning and policy development
responsibilities. He was also senior consultant with Koranya DB Consulting.
Bruce focuses on the achievement of the required outcomes and his management, technical
and operational knowledge know how formulate the management views, identify the issues and
objectives and then provide a practical solution.
Bruce has undertaken assignments in both Federal and State Government Departments and
statutory organisations, and with private sector industries including manufacturing,
finance, utilities, information technology marketing and sport
Risk Management, Contingency Planning
Studies include: development of guidelines for complex information technology
procurements, application of risk assessment to Defence management audit of major
equipment projects.
Outsourcing, Acquisition of Services/ Equipment
Projects include: outsourcing of CRS IT infrastructure services, engagement of ACT
Government strategic IT partners, outsourcing of NSW SRA IT functions, DAS Removals
desktop computing facilities, national computing facilities for DAS General Operations
Branch, text retrieval system for Comcare, Prime Systems Integrator to redevelop Defence
Supply System, re-equipment of Department of Social Security.
Business Issue Resolution
Studies include: multi department access to ABS statistical data, devolution of
centralised service providers to user agencies, outsourcing benefits for NSW STA, policies
and standards for Comcare office automation facilities, staff organisation and structure
for federal Department IT Division, improvements to Centrelink IT releases process.
Business Case Development
Clients include: IT capital funding submissions for NSW Department of Community
Services, options for future IT services delivery within NSW State Rail, outsourcing of
Comcare printing services.
Facilitation of Group Sessions
Clients include: unification of group planning for Australian Bureau of Statistics,
establish business requirements for Department of Veterans' Affairs, future administration
& operational structures for ACT Rugby Union, commitment to plans for Comcare, data
management arrangements for Department of Health, work plan development for Defence.
Strategic Planning
Aim is to ensure the tactical use of organisational resources to support the business
in meeting its objectives. Achieved with a plan developed after a thorough investigation
of needs and capabilities, information analysis and financial analysis. Outcomes include a
pragmatic implementation schedule.
Project Management
Bruce was an Assistant Secretary in Social Security at the conclusion of his public
service career and subsequently held a senior line management position in a private sector
organisation. His consulting career has frequently required him to take a management role
in multi sourced teams.
Examples: team outsourcing the ACT Governments IT infrastructure facilities, team
enhancing the Defence financial management system, introduction of the OHS 1991 Act into
350 affected organisations.
